possibility is a partially crushed crush zone. i had one in a saab once. i changed out the steering wheel and in getting it off i used the old fashoned hit the steering stud with a big hammer while pulling the steering wheel method. well i hit a little too hard. it eventually wore down and stopped rubbing.

that method always worked on my old 'merican cars.
