I believe the cable assy can be disconnected from the seat transmission and the cable replaced, or the cable/housing combo will have to be replaced. Some are swaged on at both ends, others are not. Depends on the car. You may have to get this from a dealer or a junkyard. Not a commonly called for part. At any rate, the best way to approach this is to remove the seat and see what you are dealing with.
