I used:

A Chisel (like for woodworking)

and when needed, a standard hammer. Works great and peels it right off!

I did grind some of it off when dremeling, but wow does it smell bad, I don't recommend doing it that way.

Its supposed to really adhere to the metal....its there to protect it.
