You have the dreaded servo style ACC system. The ACC amp is located behind the glovebox and is known to have cold solder problems, try resoldering it ,then there is the servo under the hood, near the front passenger side.A problem with the servo will usually default to defrost only, as will a vacuum problem.There is also a second fuse for the ACC system that is an inline fuse near the cruise control controller on the top of the driver's side wheelwell.
