Nonsense, sorry.
The only way you get faster glow is more voltage or less resistance. You don't get either of those from an afterglow relay, or any other kind of relay.
Afterglow means the glow plug voltage stays on after starting. This is done to reduce stumbling (engine miss) immediately after starting.
