The hood pad would probably do nothing for cold starts...if it did all cars in Europe would come with one but they don't and it gets pretty cold over there too. As stated it was to keep engine noise down especially for American taste and a really nice side effect was that there was no steam caused by evaporation if water got on your hood. How about blocking your grill for cold?
