Do I understand correctly, you bought Mercedes specific repair software from E-bay and you expected to get the genuine article , possibly with an official user licence?
Since when does MB sell anything on ebay?
How much did you pay and did the price not make you suspicious?
Now that you can't get it to run you want to report the seller , what would you have done if it had worked fine? Are you upset with the fact that the software is illegally copied or because you bought something that does not work?

Please understand that software is hardly ever sold outright. In almost all cases what you buy is the license to "use" the software. This license is typically not transferable. If you ever sell a P.C. which has let's say "Microsoft Word" installed on it, the person who buys the computer from you is not entitled to use that software , you are not entitled to sell it.

Keep this in mind before you ever"buy" software on ebay again and then compalin about the immorality of illegally copying software.


By the way, TCP/IP points towards internet protocol. It appears that you would not need a TCP/IP database to make your software run, maybe try re-installing.
