If you already tried talking to him....you either put up with it or do something..if you file a private nusince complaint he will know its you...if you file a homeowners association complaint he will know its you.
What you CAN hope for is that his uncured manure compost will burn his shrubs then he will take care of it himself....but sure some real lawyers will spell out the options better than I can.
I feel for you..I can imagine what that reeks like.
