Well, the computer controls it all, but if you mean the mixture setting on the ECU, it only controls the idle mixture. And even then, ANY adjustment on the MAP will still change the idle mixture too.

Don't worry about touching the mixture adjustments yet. Make sure you are 100% leak free before you do. Remember, if it ran properly when parked, it'll probably run properly once you get all the leaks fixed without adjusting anything.

And I believe those regulators have rubber diaphraghms, so yeah, if they were dry/gummed from stale gas, I could imagine you not having the correct fuel pressure and that's really bad. The EFI lines are all VERY high pressure (31 PSI) so if ANY line is dryrotted at all, it can easily burst and cause a major fire.
