The steering lock assembly is held to the column by a collar that is held by a pin. That pin has to be ground down, sometimes, to release the steering lock assembly. That pin, however is NOT what keeps the wheel (and the key, sometimes
) from turning. There is a "bolt" (or slide) inside the assembly, the size of a finger, that gets jammed up. That is what needs to be cut off or removed.
