If the fog lights function, then you're definitely getting power to the RF low beam. Therefore, the most likely culprit is a bad headlight.........even though you just replaced it.

The second possibility is corrosion inside the plug for the headlight. Take the plug apart and clean the sockets if any corrosion appears from the outside.
