If both high and low beams are inop. I would suspect the ground wire. Three wires are in the plug. One for low ,one for high beam and a third provides ground. You might use a jumper wire from the plug to ground. If it now works, you just have to trace the ground wire looking for a break or replace the ground wire to another good spot under the hood.
