Why not do it yourself? Just buy a very fine art paint brush and add the touch-up paint to a small cap from which you can draw the paint. Since it's a bumper you will probably need a clearcoat with flex additive in it. Do a search here in the forum on touch-up paint and chip repair. There is great info here as well as on other websites that sell touch-up paint.

$300 is ridiculous.
