It is ok for fuel to be on the back side of it because the little hose goes directly into the main fuel line that is full of fuel. As the accumulator fills and displaces the air on the back of the diaphram, it will fill with fuel.

The only way to check is to pull it out and see if there is any restriction between the front and rear chambers. If not, it is faulty.
