They did everything under the law. The Trap Ox "Service Campaign" was EPA mandated. If they had the parts on hand they had to put them on. The only other option they had was to not give the car back. Look at it this way, they could have snitched you out to the EPA and you could have had a $10,000 fine. Consider yourself lucky.
