I would start with the fiddly bits - wiper/wash, tach, seats, fan, cruise - disconnect each where they plug into the wiring harness. Then see if one or the other disconnected prevents the fuse from blowing.

Am unfamiliar with the 190D so cannot comment on typical weaknesses of one system or another. And look for chafed wires too. Also see if fuses blow with ignition switch on (but not with the engine started) while trying the electrics.

(edit: Anti-lock brakes you say?? They can be disconnected leaving you with normal power brakes that are fine. I think the computer brain box for them is multi-million dollar repair.
