the failed spring perch issue isn't diesel-specific. It seems to affect all cars regardless of engine.

10% of total population? I don't know, but I doubt it. That would be a HUGE number of cars. There certainly would have been a recall by now if the numbers were that large along with accident-related deaths. It would be hard to miss that one.
