Not OVP, the car will run without the OVP installed at all, although it can cause stalling problems. Will run just not really good. I'd agree it sounds more like the fuel pump relay, I'd check that out first. If the relay works sporadically it might still reek of fuel or have fumes, but not enough pressure to run.
