It all depends on the rebuilder. If that short block came from Metric Motors, it will be top notch. If not find out who did it and search the BBB, etc for any complaints. Some places do a real crappy job, and call it good. The better the warranty, the better the build.
If you go for the short block, have your IP tested also. A used engine will have an IP, and you can then keep all the stuff that came of of your engine for spare parts, or sell them for some spare change.
