Good luck, you are dealing with a Government Agency.
A co-worker of mine paid extra to get his passport expedited but it ended up getting "lost" in the mail and he wasn't able to make his trip. The people at the passport agency were of no help since they claimed that they mailed it out. Keep in mind the postal system is also a Government Agency.
