Careful aiming may still give you , the driver, effective lighting, ...but the wrong side optical cut-off angle will certainly effect oncoming drivers/traffic.
There are two reasons for cut-off angle..one is to light the shoulder of the road and the other is to not light the side of the road of oncoming traffic. No aiming adjustments will rectify that design of the lens.
