I ended up modifying one of my snap ring pliers with a grinder so the jaws would fit into the small holes at each end of the ring (thanks Bodyart!).

I found that putting the O-ring into the hole and then shoving the plug in allowed the plug to seat all the way in very easily. If I put the O-ring on the plug and then tried to put the plug in, it was difficult.
