Just a follow-up -- with 2 kids and two jobs, I'm pressed for time, so took the car to a nice indy shop and they put in a replacement vacuum pump. MUCH better now.

It is $500 and change later, but the car brakes, shifts and shuts off! Locks still don't go, but I can live with that for while.

Thanks to a great group for all the suggestions and tips.
