If you have no boost you should have a CEL.

The waste gate is vacuum controled.

You could check to see if it has vacuum.

The same control valve is used on the EGR valve "I believe"....I seem to remember folks swapping them when testing components. Follow the vacuum lines to and from each unit and compare to confir, as I am NOT certain of any of this.
