OK, that does sound vacuum controled. I guess the newer IP's dont make it into the the trucks, only cars.

You should look at the ign and make certain you dont have a vacuum leak in the line going to the shut off. Likely problem if someone cracked open the ign.

Some folks on the diesel forum have disconnected that line and shut the hood with it sticking out a few inches (10cm) so they can apply suction to it by mouth. Means they dont have to open the hood each time they need to shut it down. Must look strange to passersby when they bend down and appear to give the car an affectionate lingering kiss....
