On a 190e, both fans are electric and are controlled by a thermo sensitive switch. The fan connected to the front of the engine should free wheel when the engine is off. NEVER try to stop the fan with the engine running, for if it turns on it will take fingers with it. The other fan on the front of the a/c condenser core is the aux. fan. It will run while on occasion while the a/c is on and/or when the engine coolant temp is above aprox. 105 c. If the bolt and washer that fastens the main fan onto the enine were not installed properly, the fan will turn all the time because it is not allowed to free wheel on the bearing it rides on.
