You are correct, there is a fuel mixture adjustment by the fuel distributor, but the computer still corrects the fuel mixture! Yes you can change the basic setting, but that doesn't change the idle speed.
Unless you are at full throttle the fuel computer controls the mixture thru the oxygen sensor!
