There are many dealer having labor rates above $100.

Is that per hour? If we go by book it's 1.6 hours to change front rotors and 2.2 for rears. That's only 3.8 hours. Even if you add another 2 hours for pads (which would be ridiculous), that's a total 5.8 hours. Depending on labor rates I can't understand anything more than $300-$400 (low), $400-$500 (high end).
After all, they are only replacing parts. They are not rebuilding or resurfacing any of the parts.
