Depends on how oily you like your engine. The rubber insert is rock hard and shrunken, allowing vapor to deposit oil on the valve cover.

Get a new tube, elbow, and grommet -- you are going to break the old one getting it out, they are VERY brittle by now.

Replace the oil filler cap while you're at it, they leak too.
