Well, it's definitely not the turbo.

Low torque at low rpm's are related to camshaft or valve timing issues. This is provided that the engine makes good power at high rpm's. We cannot be certain of this until you make some tests as I requested above. The vehicle might perform properly at high rpm........high power........or it might not. If it does not, then a completely different set of possible issues needs to be considered.
