My 89 300e has both conditions, or I should say had. Haven't fixed the steering wheel yet cause it doesn't bother me. I had material sag in the map pockets, the reveal moulding at the a pillars and the roof panels at the rear windshield. 3M makes a professional grade automotive contact adhesive that is designed for this and works great. It's a spray but I applied it with a popsicle stick. Don't get any on the face of the vinyl though!! It also works great on underhood pads.
