When the headlights are ON, activating the windshield washer also activates the headlight washers and wipers. ( They only run if the headlights are on ) There is a known issue that the pump motor for the headlight washers will run until all the washer fluid is used up. It will continue to run until the pump motor itself burns up. It happens because the wiper motors get out of sync and don't return properly. You can do a search for more info. A temporary fix is to pull the power connector to the headlight wipers/washers.
