That's not a vacuum line, it's a "just in case" line. The component is the pressure regulator for the fuel injection system and the line goes to the vent hose for the valve cover. If the diaphragm breaks and it start leaking fuel, that line directs it into the valve cover to be dumped into the oil, rather than spraying across the top of your engine and causing a fire.
