See if the service book is still there. It should list initial inspection, and subsequent dealer maintenance entries. Granted, with only 38k miles there won't be many, but there should be at least a couple of them.
Also, with only 38k, everything should look pretty much brand new - undercarriage and engine compartment. The serpentine belt, might still show some print on it, however, after 14 years, it should be showing cracks, and it should be replaced.
Coming across a 14 year old car, with only 38k miles, is rare enough for me to be skeptic of its actual mileage.
