That is how it's it supposed to read. There are two shut-off valves in these cars. There is one on the ignition and one on the injection pump. The one on the ignition always has vac to it, and it supplies to the valve on the IP via the bown vac line in your pictrure when you turn the key off. So you should have 0" vac to the valve on the pump when the car is running, and then when you turn the key to the off position the vac to the valve on the IP should spike up which shuts the car off. Then the vac should leak off quickly. If all this is happening and your car isn't shutting off the shut-off valve on the IP is bad.
