Then the cars would need to be labeled as not legal for highway use once the conversion is installed, and not legal to license or drive on the street unless the manufacturers go through the necessary testing to prove that the emissions from a converted vehicle are within applicable limits. Of course there is still the issue of the fuel you'll be planning to burn in that car, which would also need to be proven compliant etc., way too complicated and expensive to be financially practical on a home-brew scale.

Mixing your own biodiesel will probably never be legal, but like brewing your own beer in the basement, it will only be an issue if it becomes noticed.
The EPA is entirely based on whatever the latest mindless environmental "fad" is. So, even though it's been PROVEN and SHOWN that diesel vehicles are better with emissions than gassers, the EPA still makes it a PITA for companies to bring diesel vehicles into the U.S.

Think about this: the U.S. is one of the ONLY countries in the world that didn't sign the Kyoto Protocol... interesting, also is one of the countries with the FEWEST diesels anywhere in the world.

The EPA is a joke.
