PennDOT is very, very lucky that this altruistic inspector decided to perform a self-inspection on his/her own. That magnitude of crack seperation is NOT normal over such a sort period of time. A 2" crack isn't necessarily a death sentence.....but rapid movement/growth is.
I'm sure the locals are being very patient and understanding about all this. You know, the attributes Philly is known for?
