For one, you shouldn't depend on the parking pawl as the only thing holding your car solid on a hill! Adjust your parking brakes to hold your car on hills. Your parking pawl should only be used as a failsafe. Your parking brake should hold the car in neutral on hills.

With that said, how sloppy is your linkage? If the linkage does not have a lot of slop in it, then your parking pawl might be broken, which is what happens when the parking pawl is the only thing holding your car on hills! If it seems to be accurate going into all other gears, then this might be what happened.
