The 'black box' is the alarm control box, has nothing to do with the radio, which you might have assumed from the 'Becker Radio' sticker on it. I'd look closer at the 'burning plastic' and nearby wiring. Tough problem...and yes, the fuse box is very vulnerable down there. The OVP is behind the panel just above the box too, worth checking the fuse(s) on the top of it.
