Power Steering Pump missing Bolts and I may have broken the tensioner

Well I was cleaning my radiator out when I noticed my Power steering Pump Flopping in the wind.

It looks to be missing Bolts. It currently only has one bolt holding it. The other was the one used as a tensioner I believe. I didn't know this and tightned it all the way down. I drove it around for a little since I thought it would work but now I see a Metal type of insert that applys pressure to the pump.

I'm not sure if I broke the tensioner? What is it called?

I also need bolts to secure the PS pump. I need some help.







Between where it mounts the tensioner has a metal insert it seems that pivots inside of the mount on the PS Pump is it broke?
