I don't know how similar your '91 is to my '87 but mid-way through the '87 model year Mercedes added an external 30 Amp strip fuse for the a/c blower. If they continued this, the fuse holder will be attached to the shock tower immediately in front of the fuse box on the left (driver's) side of the engine compartment. See here for pictures. If this fuse is blown, no blower.
