Problem with intake manifold support bracket on 1991 190E 2.6L engine

Continuing front of engine and head rework on this 1991 car hoping to get
back on the road soon. Head/manifold on block ready to tighten head
bolts.

I could not find the torque rating for the intake manifold bolts, so just
tighten the bolts snug with the 13MM wrench. Moving around the bolt
pattern three time to tighten the manifold evenly. In other cars the
intake bolts torque is rather low 10ft-lb.

The intake manifold support brackets are impossible to bolt unless the
head is raised up a fraction of an inch to help with the fit. The
brackets seem to be straight and true to form. So if the brackets are
first bolted tight the head would not be resting loosely on the block at
the start of the head bolts installation.

Looks like I should torque the head bolts first and the support brackets
bolts left loose and torqued last.

I could use some advice on this. I was expecting that the head would rest
flat on the block with the support brackets bolted. And this has not been
the case on the rebuild.
