Vacuum build up in my new baby

Hi,

I'm a brand new member to the forum! I just bought a 1982 300D with 190k on her (my first mercedes). She is in great shape overall, the previous owner did a lot of mechanical things when he bought it from the original owner a year ago such as:

New exhaust, complete, from the engine to the muffler
New Upper and Lower front ball joints
New Battery and battery pan
New Bosh glow plugs
Front-end Alignment
New Injector return lines
Replaced the left rear swing-arm (discovered a small hole in the original)
Diesel Flush
Coolant Flush
Oil and Filter
Primary and secondary fuel filters
New brake line
Steering box adjusted within spec by the area Mercedes Dealer.
Mercedes-Benz seat bolsters for the driver’s seat.
New Thermostat

There is just one issue with vacuum build up in the gas tank. I have to release the pressure by taking the gas cap off every half tank or so. He told me there is a bell shaped valve under the drivers side that is probably clogged. Has anyone ever had this problem? Any advice would be great...
