Mine is also stuck.

One way to fix is to remove the plastic seat belt housing cover, this is between front and back doors, then grease the gear assembly located at the bottom, this will free up the seat belt restraining gears.

This was done to my seat belts once, it lasted about 4 years, now I am about to repeat the fix.
