Vacuum build up in fuel tank - Causes power loss

For a couple of week, our 84 has been having an issue.

We would fill up with fuel and the car ran GREAT! After a while the car would lose power and buck going up hills.

When we stopped to fill up, we noticed that when we opened up the fuel cap, we would get a big WHOOSH like vacuum built up inside the tank.

Filled up again and the car ran GREAT. Stop to give it a little more fuel and the cap was on so tight that it was hard to get off.

Makes sense now... the vacuum would build up as fuel got pumped from the tank.

So we temporarily took off the cap and we ran great.

So what line/orifice is clogged on this so that the pressure cant equalize?
