Grab hold of either side of the pulley and rock it back and forth. The pulley will eventually become loose and come off. You may need some sort of lubricant if your pulleys are so stuck or rusted(???) on.
Didn't notice two small screws on my fan pulley. Once you undo and remove the 4 x 8mm bolts then the pulley should come off the shaft without any other screws or bolts being undone.
