Is the flap sticking? It is a spring-loaded air-flow metering device, with an intake air temperature sensor, that's all. A passive device. The minimal amount of pressure delta across a properly-functioning airflow meter should not affect the engine's performance.

If it's bad, and you don't have the time to switch to a pressure-operated wastegate, there certainly are used ones around.
