Well, no. It's one solid piece, and you have to remove the instrument cluster and disassemble it (nasty, but doable). But this gives you the opportunity to:
1. Dust everything else
2. Replace ALL bulbs (even ones that light get dark spots and don't put out full illumination)
3. Polish the plastic lens (it's probably been scratched by cleaning from the outside after all these years) with Plastx and a fine cloth
4. (Optional) paint the needles.
There are (sort of) instructions in a PDF on my website on how to do this (use at your own risk). I've done this to both of my cars and they look like new.
