I have a digital startac from a 2001 SLK. My local cell guy was easily able to activate it using verizon. no dealer required.

Pull the battery and look for things like CDMA etc. if it says cdma on the inside sticker under the battery, you can activate it using verizon or at&T.

I would find a new cellular guy, who can activate it. its just a bunch of codes they type in.
