I would test a little further before condemning the regulator

If you simply run a jumper wire from the blu wire to a ground w/key ON, you should have a full/high fan...If NO , the problem is the blower.
If Yes, then you want a Voltage reading from the yellow wire to ground. That should be a variable voltage fro 2-9 volts, depending on the blower setting at the Control Panel. That sig is the speed trigger for the regulator and if it is not correct , then the problem is not the regulator..it is the CP..
Most likely is the reg, but at those prices , I would certainly want to test those two circuits forst.
